RE: the statement:

"If they are using a professional edition, they need to also have an easy way to purchase the entitlement key without having to go through too many steps."

This is true long-term, but the initial scope for Commercial Modules does not include the ability for the user to be able to make the purchase from within Openbravo ERP. The requirement is that Module Management must only allow installation of a commercial module, after it has been paid for (this fact is registered in Butler). Commercial modules that have not been purchased should have their "Install" button disabled.
